Feasibility Study of the Regional Fish Port Project for the
Greater Capital Region
“A World Class Fish Port for the Greater Capital Region”
The Project was commissioned by the Philippine Fisheries Development Authority (PFDA) with financing under the Project Development and other Related Studies (PDRS) fund being administered by the National Economic and Development Authority (NEDA) as contracting agency. The Project aimed to identify a prospective site and come up with the feasibility study for the regional fish port to serve Metro Manila, Region III, and Region IV-A in the Philippines which comprises the country’s Greater Capital Region. The study utilized the use of Value engineering and Value Analysis (VEVA) to surface best options for a world-class fish port to benefit fisherfolk, vessel operators, fish brokers, traders and processors, the general buying and consuming public, storage and ice plant operators, and agricultural support groups.
CEST, Inc. as associate firm assessed the existing conditions of the facilities and structures of the Navotas Fish Port Complex, evaluated the viability of the current site for expansion, and identified appropriate interventions to sustain and expand its operations; Assessed the water supply, drainage and sewerage facilities and prepared the preliminary designs for rehabilitation and expansion including cost estimates; assisted in the options analysis for the rehabilitation and expansion of the fish port facilities; conducted technical, and preliminary environmental and social impact assessments to determine the viability of the project.
