A Project of Philippine Ports Authority (PPA) aimed to provide long-term strategic directions for the development of seaports under the Ports Management Office (PMO) Tacloban. These were the seaports in: Bacalingon/Carigara and Capoocan in Leyte; Maguincol and Calbayog in Northern Samar; Caluban, Baybay, Lican Ferry and Sogod in Southern Leyte; Hilongos, and Isabel in Leyte; and PMO Tagbilaran seaports of Tubigon, Getale, Jagna, Talibon, Catagbacan and Loon in Bohol. Additional ports were included under a supplemental contract in Benit and San Ricardo in Southern Leyte; San Antonio in Northern Samar; Daran in Western Samar; Homonhon and Guiuan in Eastern Samar; and Albuera, Inasuyan, Kawayan, Biliran, and Limasawa Island in Leyte. The master plans and feasibility studies evaluated the technical, operational and economic feasibility, and financial viability of the proposed improvements in and expansion of the selected ports in the Tacloban and Tagbilaran Ports Districts.
CEST, Inc. as lead firm reviewed and updated existing oceanographic, meteorological, seismic and related studies characterizing the physical and natural conditions as basis for the preparation of engineering designs and operational guidelines of the selected ports; Conducted demand forecasts and based on that, prepared the master plans for port development involving improvement and expansion programs; Prepared the conceptual designs for improvement and expansion; Formulated the operational plans for each port; Prepared financial and economic analyses, financial projections, and conducted preliminary environmental examination.
