Integrated Coastal Resources Management Project, 2010 – 2012
“Protecting Coastline and Marine Riches for Future Generations”
The Project was implemented by the Department of Environment and Natural Resources (DENR) with funding support from the Asian Development Bank (ADB). The Project enabled the DENR and the eighty (80) participating municipal local government units (MLGUs) in the provinces of Cagayan, Zambales, Masbate, Romblon, Cebu, Siquijor, and Davao Oriental in the Philippines to formulate and implement policies, activities, and programs towards the sustainable management of marine and coastal resources. It contributed to the creation of an institutional framework that addressed policy weaknesses and legal gaps in coastal resources management; enabled participatory law enforcement down to the LGU level, facilitated the development of eco-certification mechanisms to govern trading of marine species; galvanized LGU support for biodiversity conservation in priority corridors through focused research on threatened species; assisted fisherfolk generate additional income sources through livelihood activities; implemented water supply, sanitation (public toilets, septic tanks, solid waste disposal facility, etc.), and other social infrastructure projects (classrooms, day care centers), as well as protective structures to mitigate coastal erosion and pollution; increased public awareness on reproductive health and its importance to managing population growth and its consequent impacts to the environment.
CEST, Inc. as associate firm provided services in project supervision, policy review, capacity building, and in the formulation of the Integrated Coastal Resources Management Plans (ICRMPs) for the protection of foreshore and coastal marine habitats; assisted the LGUs prepare project proposals on water supply, sanitation and solid waste management; created and information database and developed participatory approaches for biodiversity monitoring and management.
