Metro Manila Wastewater Management
“Improving Metro Manila’s Wastewater Management Services”
The Project was funded through loan and grant financing from the World Bank and managed by the Land Bank of the Philippines (LBP), as the contracting agency. It included a credit facility for the two Metro Manila water concessionaires: Manila Water Company, Inc. (MWCI), and the Maynilad Water Services, Inc. (MWSI) for the construction of wastewater collection, conveyance, and sewage treatment infrastructures, including Septage Treatment Facilities (SpTPs). The Project was a continuing effort of the Philippine Government and the World Bank to sustain previous initiatives under the country’s sewerage and sanitation agenda, drawing lessons from previous initiatives such as the 1980 Manila Sanitation and Sewerage Project, the 1996 Second Manila Sewerage Project, and the 2005 Manila Third Sewerage Project.
CEST, Inc. as lead firm was responsible for the overall project management and coordination with the LBP, WB, local government units (LGUs), MWCI and MWSI; review of feasibility studies, detailed engineering designs, and environmental and social safeguards documents; evaluation of bids for the construction of sewer networks and STPs, and construction management. The Resources, Environment and Economics Center for Studies (REECS) was the associate firm.
