Rural Water Supply and Sanitation Project, Phase V, 2001 – 2007
“Muscling Up Barangay Efficiencies in Water Supply and Sanitation”
The Project was implemented by the Department of Interior and Local Government (DILG) with funding support from the Japan Bank for International Cooperation (JBIC). The Project widened the social services reach of the beneficiary barangays by equipping them with the technical skills and tools in planning, implementation, and management of water and sanitation services. It helped curb the spread of water-borne diseases with the active participation of the communities through the formation of Barangay Water and Sanitation Associations (BWSAs). A total of 2,312 Level 1 water systems were established with groundwater as source in 5th to 6th class municipalities, 133 school buildings built, and 35 public toilets constructed for 3rd to 6th class municipalities.
CEST, Inc., as associate firm conducted hydrogeology studies and geo-resistivity surveys, test well borings, well detailed engineering designs, cost estimates, and tender documents. Assistance was also provided in the bidding and contract evaluation. At the barangay level, training courses were conducted on facilities building, operation and maintenance, gender sensitivity, and community organizing in collaboration with local non-government organizations (NGOs) including the formulation of sustainability plans and documentation of good practices for replication in other barangays. Training courses were also provided to DILG central, regional, provincial, and municipal offices and partner BWSAs in facilities upgrading and operation and maintenance.
