CEST offers services involving pre-feasibility and feasibility studies to determine the technical, financial, economic, and environmental viability of projects. Majority of the services are for projects involving water resources development; water supply, sewerage and wastewater, drainage and flood control, and solid waste collection and disposal systems; water transport structures and facilities; and recently, irrigation systems. Most of the projects are financed and/or implemented by national government agencies (NGAs), local government units (LGUs), government-owned and controlled corporations (GOCCs). Other projects are private-sector led.

Area development planning and project planning and development services account for 17% of contract cost and 19% of the total number of the company’s project portfolio to date.
